Цель работы – выявление факторов, способствующих активизации научно-технологического развития регионов России, ранжирование субъектов страны по развитию данной сферы с помощью расчета интегрального индикатора и выявление изменений в ней на протяжение длительного периода. В работе проведен расчет интегрального индикатора (ИИ) по методике А. С. Айвазяна по данным Росстата. Изменения в научно-технологической сфере экономики регионов оценены в промежутке 2010–2021 гг. по параметрам, характеризующим факторы, влияющие на ее развитие. Основным результатом исследования является выявление тех индикаторов, которые в рассматриваемом периоде времени влияли на уровень ИИ и, соответственно, на развитие научно-технологической сферы. Анализ изменений переменных, вошедших в индикатор, позволил охарактеризовать состояние науки и технологического развития и сформировать ряд рекомендаций для стимулирования прогресса в этой сфере. В 2010 году наиболее значимо влияли на научно-технологическое развитие региона численность персонала, занятого научными исследованиями и разработками, и количество поданных патентных заявок на изобретения. В 2021 году наибольшую роль в прогрессе региональной научно-технологической сферы играли внутренние текущие затраты на научные исследования и разработки по видам затрат и число поданных патентных заявок на изобретения.</p><p>Выявление факторов, ускоряющих развитие науки и технологий, конкретизирует стратегические цели развития регионов страны; полученные результаты позволили разработать рекомендации по стимулированию научно-технологической сферы, которые касаются мер поддержки для промышленности и научного сообщества и подготовлены для органов государственной власти. Внимание со стороны органов власти к научно-технологической сфере актуализирует исследования по ее стимулированию.</p></abstract><trans-abstract xml:lang="en"><p>The increased pace of scientific and technological advancement during heightened sanctions regime makes it feasible to offset the severity of challenges associated with falling imports and the necessity for parallel import of critical equipment and technologies. The subject of this study is science and technology sector of the economy in Russian regions. The aim of the research is to identify factors contributing to the enhancement of scientific and technological progress in the regions, and to rank the subjects of Russia for their development in this field by calculating an integrated indicator. The authors calculated the integrated indicator (II), following the methodology of A. S. Ayvazyan, based on Rosstat data, and assessed the changes in science and technology sector in regional economy between 2010 and 2021, using parameters that characterize factors of growth. The main result is the identification of indicators that influenced the development of science and technology. In 2010, two factors had most significant influence on scientific and technological developments in the region: the number of those engaged in research and development activities, and the number of patents applied. In 2021, two other factors played a significant role: internal operating costs of research and development, as well as the number of applied patents.
