Разработка модели развития регионального туристского потенциала через кластеризацию

Статья посвящена разработке модели развития регионального туристского потенциала через кластеризацию в рамках программно-проектного подхода (на примере Владимирской области). Методологическую основу работы составляют анализ основных показателей деятельности туристских фирм и коллективных средств размещения с 2015 по 2022 г., а также актуальных научных публикаций. В статье дана оценка общего состояния и динамики развития туристского рынка во Владимирской области. Оценка осуществлена на основании данных по численности туристов (граждан Российской Федерации и иностранных граждан), размещенных в коллективных средствах размещения (в том числе и по целям поездок), численности российских туристов, отправленных туристскими фирмами в туры и численности иностранных туристов, принятых туристскими фирмами. Установлено, что региональные меры поддержки туристской отрасли наращиваются ежегодно, что положительно сказывается на расширении туристской инфраструктуры и турпотока в целом. Определены недооцененные на сегодняшний день муниципальные образования Владимирской области, форматы, а также сформирован пул проблем, сдерживающих развитие туристского потенциала Владимирской области. Раскрыты современный подходы к решению пула проблем. Разработана модель развития регионального туристского потенциала через кластеризацию в рамках программно-проектного подхода (на примере Владимирской области). Данная модель позволяет учитывать протранственные аспекты развития туризма на уровне конкретных муниципалитетов Владимирской области, в то же время все проекты, объединенные в общий портфель проектов, обеспечат сбалансированное развитие всех муниципалитетов без сосредоточения на территориях «лидерах» по посещаемости туристами. Результаты работы вносят вклад в развитие новых региональных решений в рамках разработки и реализации региональной политики в сфере туризма.
