Digital transformation of healthcare industry: tools and regulation in the Kherson region

Abstract

The article studies the tools and mechanisms for regulating digital transformation of healthcare industry in the Kherson region of Russia. Digital transformation is making significant adjustments to existing management and treatment models, forming a new paradigm of interaction between the patient and the medical system. The author's interpretation of this paradigm is based on two postulates: ensuring convenience and high results of medical care for the patient, together with technological advances, efficiency and systemic work for medical personnel. The relevance of the study is due to the need to integrate the healthcare system of the Kherson region into the unified digital space of the Russian Federation. The methodological basis of the study is the institutional approach to the analysis of digitalization impact on organizational and economic relations in medicine, as well as general scientific methods of systemic, comparative, structural-functional and economic analysis. The author applies a dialectical method to study the mechanisms of state support and regulation of transformation processes in Russian regions. The main results obtained by the author include the following. First, a systemic approach to digital transformation of healthcare industry in the Kherson region has been developed, which, unlike already existing solutions, covers all functional levels: from regulation to the implementation of specific technologies. Secondly, the author identifies and systematizes key tools of digital transformation divided into administrative (cascade, flexible and hybrid management models) and logistical (cloud technologies, interagency communication services, artificial intelligence, digital twins). The role of the state as a regulator of the process is determined, including improving the regulatory framework, grant support for scientific research and implementation of national projects «Healthcare» and «Digital Economy of the Russian Federation». The study concludes that the proposed approach and systematization of tools make it possible to increase socio-economic efficiency of healthcare industry in the Kherson region and ensure the availability of innovative medical care for its population.
