Народная экономическая теория: анализ публичных нарративов

Аннотация

Экономические решения опираются не только на объективные данные, но и на субъективную информацию – устойчивые убеждения и «наивные теории», через призму которых интерпретируются факты. В статье проверяется, проявляются ли элементы народной экономической теории в публичных выступлениях представителей российских органов власти, в частности, аксиома нулевой суммы: представление о том, что выгода одних неизбежно достигается за счет потерь других. Исследовательская задача состоит в эмпирической фиксации этих убеждений и выявлении тематических областей их употребления. Методологическая база объединяет работы по тематике субъективной информации и ограниченной рациональности, поведенческой и нарративной экономике, а также подходы к изучению социальных аксиом. Эмпирическая база включает 160 интервью губернаторов (спецпроект ТАСС «Первые лица регионов»), 90 стенограмм заседаний Государственной Думы и 50 стенограмм парламентских слушаний в Совете Федерации. Использован количественный нарративный анализ: по итогам первичного анализа сформирован тезаурус смысловых паттернов нулевой суммы; для каждого паттерна построены синонимические кластеры; затем выполнен расширенный автоматизированный поиск по корпусу. Показано, что риторика нулевой суммы встречается регулярно и выражается по-разному – через метафору «фиксированного пирога», лексику «отъема» и оппозицию «мы – они». Наиболее часто она появляется в обсуждениях распределения бюджета и льгот, импортозамещения, миграции и региональной конкуренции за ресурсы (газификация, жилье, инфраструктура). Делается вывод, что такие нарративы упрощают причинно-следственные связи и подменяют поиск взаимовыгодных решений логикой перераспределения, указывая на резервы повышения качества экономического обоснования политики и риски закрепления недоверия и протекционистских установок; предложенный инструментарий масштабируем для больших корпусов с использованием семантического поиска.
