Маяк после Коуза: альтернативные способы предоставления благ и функции государства

Аннотация
Настоящая статья представляет собой попытку найти ответ на вопрос, чем определяется выбор способа предоставления того или иного блага. Почему одно благо предоставляется как частное, другое — как клубное, третье — как практически чистое общественное, четвертое — как микс из разных форм. Фактически этот вопрос включает в себя вопрос о том, чем должно (и чем не должно) заниматься государство. Основная часть статьи посвящена обзору дискуссии, касающейся блага, сыгравшего особую роль в экономической теории, — маяков. Хотя классики политической экономии XIX — начала XX в. рассматривали их в качестве ярких примеров чистых общественных благ, в знаменитой статье Р. Коуза (Coase, 1974) делается вы- вод о том, что услуги маяков в Англии и Уэльсе не финансировались из общих налогов, т.е. не предоставлялись как общественные блага до второй трети XIX в. Дальнейшее развитие этой дискуссии, по-прежнему неоконченной и актуальной, приводит к пониманию того, что услуги маяков предоставляются в разных странах и / или в разные времена как блага различных типов. То же самое относится и почти к любым другим благам. Вывод, к которому мы приходим: никаких частных, общественных и т.д. благ самих по себе не существует, а общественно эффективный способ предоставления благ зависит от имеющихся в соответствующем обществе технологий и институтов.
