ECONOMIC THEORY
The article presents an analysis of the main digital economy’s trends from a new institutional theory’s point of view. The transition to a digital economy entails significant changes in institutional environment, transaction costs and contracts. Some of these changes can be used to realize the potential of the Russian economy competitiveness.
The paper proposes vision of digital economy from the economic informatics perspective. It defines the digital economy itself, discusses its key features and patterns. It also considers key problems and risks arising from mutual adaptation between the system of complementary technologies, organization and human capital and public economic policy. The problems to be solved by economics are discussed in details.
The paper shows how textual information can be used to predict and study cause-effect relationships in macroeconomics. I consider a special case of forecasting – nowcasting on the example of unemployment. The key feature of nowcasting is that the forecast is built for a period that has already passed, but which has not yet come out statistics. As textual information, Internet requests are used. The paper is new in several direction. For the first time in the literature, information from two search engines, Yandex and Google, is used at once for forecasting. Information provided by search engines complements each other and allows performing suitable words’ selection from the bunch of users’ internet-requests. For the first time, the popularity of online systems as sources of information on job availability is taken into account. In Russia, the popularity of the Internet as a source of information on the availability of jobs has more than tripled from 2008 to 2018. If the researcher uses only the dynamics of related internet-requests then the results will show the dynamics of internetservices’ popularity rather than unemployment. Most of the models with internet query words show significant quality improvement in fore(now)casting unemployment. The paper proposes the procedure how to use query data for macroeconomic nowcasting.
BRANCH AND REGIONAL ECONOMY
The article assesses single wholesale network (SWN) model - concentration of access to key infrastructure facilities within one company - for developing 5G. The main argument in favor of SWN is the possible capex savings, which are highly relevant in Russia. But setting up SWN will require state regulation which implies additional costs. The article shows limitations for SWN’s efficiency presenting quantitative analysis of the consequences associated with the SWN’s incentives to inflate capex, regulation inefficiency, guaranteeing non-discriminatory access as well as additional costs to comply with state procurement rules. The methodology may be used for regulatory impact assessment that make the article especially valuable in analysis of state intervention.
The article analyses the economic aspects of the application of antitrust legislation in the context of abuse of dominant position prohibition (primarily in the form of setting excessive prices) in industries that are characterized by a complexity of services both on the production side and on the demand side. Evidence from several recent antitrust cases against mobile network operators in Russia has shown that the analysis of prices for individual mobile services is incorrect outside the context of complex pricing under high joint fixed costs. The aim of this article is to explain the economic basis for changing the tariffs of telecommunication services in terms of antitrust legislation requirements. The article presents a direction for assessing the state of competition and the corresponding behavior of market participants (for example, attributes of determining excessive prices) taking into account the characteristics of the telecommunications industry, specially, the mobile services industry. Moreover, it is shown that mobile services exhibit the effects of active competition: a high quality of communication, high rates of innovative activity in the industry as a whole, as well as low prices.
The digitalization of enterprise’s business processes is an integral part of the modern competitive policy of a commercial organization. The use of the results of qualitative and quantitative analyzes of existing scientific approaches in the field of identifying and developing ontologies that mediate the production of goods / services can positively affect the adoption of strategic decisions due to the reduction of time for review and research of the same ideas and methods. The article is devoted to the use of graph theory elements for the analysis of many conceptual schools and approaches to the ontology of business processes. The authors analyzed 216 scientific sources on this topic. As a result of the study, a citation graph was constructed that systematized the authors of the study area selected according to the methodology described above. This tool of the analysis methodology can be scaled and used by interested parties for a better analysis of the literature on the ontology of enterprise business processes.
The article is devoted to the implementation of digital technologies in the field of tourism and hospitality, due to the growing human needs in the comfort and safety of service, the speed of obtaining the necessary services and information. Digital technologies related to innovative solutions in the field of service technology, sales and management in selected economic activities are considered. The analysis of digital technologies for consumers and enterprises of tourism and hospitality is carried out. The aim of the article is analysis of existing digital technologies and identifying promising directions for their development in order to satisfy the consumers and achieve the economic effect for the enterprises of sphere of tourism and hospitality. To achieve the objectives were described existing digital technology, their benefits for market actors and consumers, the tendencies of commercial application of different management, operational and marketing decisions. Main methods: dialectical method of knowledge of processes in the sphere of economy and social development, method of system analysis, formal logical method, modeling of socio-economic processes. As a result of the study identified promising areas for the introduction of digital technologies in the field of tourism and hospitality, taking into account the market demand and formulated recommendations for improving their use.
MANAGEMENT ISSUES
The article deals with the transformation processes of competitive analysis methods under the influence of digital economy, the development of electronic markets and communications. It is shown that the development of market strategies requires a new methodology and structure of analytical tools to obtain valuable results about competitors and consumers in different markets. The proposed approach to competitive analysis is based on the methodology of integrated use of all business intelligence blocks: big data Analytics, content analysis, web Analytics, mobile Analytics. New Internet services and platforms that allow for effective competitive analysis are evaluated. On the basis of surveys about readiness of Russian management to use digital technologies in market research, recommendations on the directions of development of educational programs in Russian universities are formulated. The article is based on the results of the authors ‘ presentations and discussions at the scientific seminar on digital economy held in 2018–2019 at the faculty of Economics of Lomonosov Moscow state University.
DEMOGRAPHIC STUDIES
The article describes the demographic context of the development of the digital economy in Russia, systematizes the directions of the possible impact of the digitalization of the economy on demographic processes, analyzes the prerequisites for the inequality of different demographic groups in the near future in the digital reality. Based on the analysis of statistical data and expert assessments, a systematic view on the mutual impact of the digitalization of the economy and demographic development is proposed for the first time, a number of questions are raised about the possible strengthening of inequality of individual socio-demographic groups in the process of digitalization. It is shown that the demographic context can play a significant role in the digitalization of the economy, which, in turn, affects the demographic development and digital inequality.
ACADEMIC LIFE
The digital economy researching scientific seminar was created by the decision of the Academic Council of the faculty of Economics of Moscow State University on December 29, 2017, adopted at the suggestion of Professor V. N. Cherkovets. Professor M. I. Lugachev, head of the Department of Economic Informatics, was appointed scientific Director of the seminar. The moderator of the seminar was the Dean of the Faculty of Economics of MSU, Professor A. A. Auzan. The main objective of the seminar was to form the tasks of the faculty based on the analysis of the content and main trends in the development of the digital economy. 13 meetings of the seminar were held, 107 speakers made speeches, 61 were from the Faculty of Economics and 46 were invited.
The article presents a review of plenary session of the international scientific conference “Russian Middlegame: Economy, Technogenesis, Geostrategy” organized by laboratory of philosophy of economy of Faculty of economics of MSU together with scientific council of «Center of social sciences of MSU» on December 5—7, 2018. The reports considering the current state of Russia’s economy from various positions, geostrategies at the middlegame moment, a middle and most responsible part of the big game, that by Russia forcedly leads on world «chessboard», were submitted at plenary session. Presented points of view allow to consider in a new fashion present world processes, their influence on the Russian policy and economy, to offer strategy for Russia in this world game.
